USH 10/Clark Street

SEH designed and supervised the construction of USH 10/Clark Street in Stevens Point, Wisconsin. Clark Street carries the eastbound traffic of USH 10 and its reconstruction was Phase Two of a four-phase project. A Citizen Advisory Committee of property owners, business owners, City and DOT officials, and SEH staff was formed to discuss project goals and concerns. Priority was placed on retaining the residential look of Clark Street and improving road capacity and safety.

The Clark Street neighborhood has a historic character. The homes are older and well maintained, many with large trees. During construction, utilities were “moled” through the root balls, greatly reducing the potential loss of boulevard trees. The result is a neighborhood that has a new street, new utilities, new curb and gutter and lined by trees that are 60 years or older.

Another priority for the USH10/Clark Street project was improving road capacity and safety. At the signalized intersection at USH 10 and Michigan Avenue, a turning lane was added. Additionally, to reduce the accident rate at Saint Stephens Cemetery, the alignment was improved and now meets the requirements for 30-mph speed. A traffic island was also constructed between Clark Street and Main Street at the point where the two merge. Traffic making left turns off of Minnesota Avenue onto eastbound USH 10 enter into a channelized left turn bay, which is a separate lane cut through the middle of the island. This lane allows drivers to safely wait and merge into the westbound traffic of USH 10. City Engineer, John Yauch, states, “It is operating above expectations.”

The USH10/Clark Street project was completed in a timely manner and proved to be very cost-effective, as well. The estimate for this project was approximately $3,232,500. When the bids were opened, the low bid totaled $2,801,228.48. Stevens Point and the State, which share in the cost of any reconstruction because of Clark Street’s State Highway designation, saved $400,000. As scheduled, the project open to traffic on October 12, 2001.
