The concept for this sub-area is to create a green technology park. The focus of this development is to create a self-sustaining employment center with supportive community commercial, residential and open space facilities.


SEH planners and urban designers assisted the City in preparing a new set of form-based land development regulations. Utilizing the Smart Code template, the new illustrative codes redefine the previous 19 zoning districts into seven mixed-use districts based on a calibration of the community's rural to urban transect.


Landscape architecture, site design and civil engineering for a new County Service Center. Environmentally sensitive design establishes the direction for a new multi-building civic campus linked together by a new landscaped parkway and trail system. The design features native and indigenous plants with linear rain gardens, edible plants and restored prairie.

The Minnesota Chapter of the American Society of Landscape Architects (MASLA) awarded a 2010 Merit Award for Planning and Research to SEH for the Harbor Redevelopment Master Plan in Tower, Minnesota.
