Central Water Treatment Plant and Expansion
and Improvement to Zachary Water Treatment Plant

SEH completed two water treatment pilot studies to evaluate the City of Plymouth’s Central and Zachary water treatment plants (WTP). SEH conducted these studies as a first step to addressing extensive maintenance problems occurring in the aging Central plant, and the additional treatment capacity needs in the Zachary plant in order to meet the City’s projected growth and water demands. Following the pilot studies, the City retained SEH to complete an engineering study to rehabilitate the Central plant and expand the Zachary plant. The engineering study concluded that a new Central plant could be constructed at a cost comparable to rehabilitating the existing plant, while providing a new facility with state-of-the-art components.
As a result, SEH completed a new 13 million gallons/per/day (MGD) Central WTP and expansion to the Zachary WTP with a new capacity of 15 MGD.
The improvements to the Central and Zachary plants were completed in phases to allow one plant to remain operational while making improvements to the other plant. This allowed the City to provide treated water to its customers throughout the construction process.
