Ray Matera
A Life Dedicated to Service

Ray MateraRay Matera is not your typical 82 year old. Unlike most of his retired colleagues, Ray remains an active member of the workforce, serving as a resource for SEH staff and clients. As a former fighter pilot, officer, commander, mentor, as well as a visionary administrator and builder, Ray’s diverse military background and wide range of expertise is an invaluable asset to SEH’s clients and a variety of agencies in the State of Wisconsin.

“Ray’s unique expertise is a direct result of a life spent serving the federal, state, and local governments,” retired Colonel Andy Miller said, a Base Civil Engineer for the Army Guard. “He is especially regarded by his clients for his ability to influence public policy and build consensus among a variety of project stakeholders.”

Ray’s diverse experience includes working closely with Congress and state legislators to develop state and federal budgets. He has successfully collaborated with transportation district directors, Department of Transportation (DOT) central office organizations, and statewide business-oriented and industry associations. Ray has also managed the implementation of public services that promote economic growth and increased job development by improving communications with the local business community.

“I’ve dedicated my life to service—whether as a military official or as a civilian,” Matera said. “I guess that’s why I haven’t let myself fully retire, because even at the age of 82, I feel there is always more I can do—you don’t ever retire from serving others.”

Ray’s civilian work experience is just as impressive as his military career. It includes 15 years with Madison-Kipp Corporation, where he worked with executives, engineers, and traffic managers at General Motors, Ford Motor Company, General Electric, and John Deere. Later in Ray’s career, he served as the Business Community Liaison to the Wisconsin DOT and as the Administrator of Buildings, Grounds and Police Services to the Wisconsin Department of Administration. He joined SEH in 1996 and works closely with several state agencies within the Wisconsin State Building Commission, Corps of Engineers, and the Wisconsin Army National Guard and Air National Guard.

In a tribute read into the Congressional record just before Ray’s first retirement in 1990, the Honorable Les Aspin, then Chairman of the House Armed Forces Committee, noted: “General Matera increased the strength of the Army National Guard by more than 20 percent, restructured obsolete battalions, and created a highly successful armory rebuilding program. His guidance was responsible for the tremendous expansion of training programs for officer and enlisted personnel. He has made a lasting contribution to Wisconsin and to the USA.”

“It is the unique combination of experienced leadership, commitment, and drive that makes Ray a rare commodity,” Miller said. “He continues to be an asset and role model in the State of Wisconsin.”
