Liang earned a bachelor’s degree in architecture and a master’s degree in architectural design from the University of Nevada of Las Vegas.

Steve Plachinski, PE, joined our Milwaukee office as a Senior Project Manager in the Highway Design Group. Plachinski is responsible for oversight and development of transportation improvement projects, development and maintenance of client relations, and marketing SEH services.
Plachinski has 20 years experience in design and management of roadway improvement projects, specializing in both urban and rural facilities, rural freeways and interchanges, traffic signals, and overall project development for local, county, and state agencies. Some of his noteworthy projects include the USH 41 Freeway Conversion in Oconto County, the USH 151 Bypass and Military Road Interchanges in Fond du Lac County, the USH 10 Relocation in Winnebago County, and the Appleton Avenue Reconstruction in Waukesha County.
With a broad understanding of the Wisconsin Department of Transportation’s (WisDOT) Facilities Development Manual, he has developed plans, specifications, and estimates packages for two and three-party WisDOT contracts.
Plachinski, a civil engineering graduate from the University of Wisconsin-Platteville, is a professional engineer licensed in Wisconsin and holds certification in WisDOT’s Southeast Region Traffic Impact Analysis Preparers Certification Program.

Jeff Rhoda, PE, has joined our Minnetonka office as a Senior Professional Engineer in the Traffic Engineering Group. Serving in a leadership role, he will provide traffic and transportation engineering services to public-sector clients, oversee traffic engineering projects, and manage client relations for the Group.
Rhoda has more than 18 years of experience, specializing in traffic operations analysis and design, arterial roadway preliminary and final design, project management, and public involvement. He also provides a well-rounded collection of experience in municipal, county, and state projects.
Licensed in both Minnesota and Iowa, Rhoda has worked on a wide range of projects, from the first new rest area facility in Iowa since the completion of the interstate system, located along Interstate 35 at the Dows exit to the CSAH 61 and County Road 47 intersection improvement project in Plymouth, Minn.
Rhoda holds a bachelor’s degree in civil engineering from South Dakota State University. He is actively involved in several associations’ local chapter activities, including the American Council of Engineering Companies, National Society of Professional Engineers, North-Central Section of the Institute of Transportation Engineers, Minnesota Public Works Association, Minnesota County Engineers Association, and the City Engineers Association of Minnesota.

Dave Blumer recently joined our Rice Lake, Wis., office as a Natural Resource Scientist.
Blumer, who specializes in lake management, aquatic plant management, and invasive species management, gained his experience while working for the Wisconsin Department of Natural Resources as a Lakes Management team member and Project Leader in northwestern Wisconsin. He has extensive experience with lake planning and aquatic invasive species (AIS) grant programs in Wisconsin, aquatic plant and lake management planning, water quality assessments, and AIS monitoring programs.
Blumer served as a Regional Coordinator working on a variety of natural resource projects and initiatives, including the Wisconsin's Citizen Lake Monitoring Network, Northern Wisconsin's Purple Loosestrife Biological Control Network, and the Wisconsin's Aquatic Invasive Species Program.
Blumer earned a master’s degree in water resources science from the University of Minnesota. He has a bachelor’s degree in education from the University of Wisconsin and holds certification from the International Association of Public Participation.

Michelle Schneider, PE, recently our St. Paul, Minn., office as a Professional Engineer in the Water Resources Group.
Schneider has 11 years of experience and specializes in 1D and 2D hydraulic modeling of river flow and large river habitat restoration. She previously served as a Hydraulic Engineer for the US Army Corps of Engineers-St. Paul District where she developed complex island and channel designs for fish, turtle, and waterflow backwater habitat restoration on the Mississippi River.
Schneider graduated with a bachelor’s degree and a master’s degree in civil engineering from the University of Minnesota, and has had extensive training in fluvial geomorphology, Geographic Information Systems, sediment transport, 1D and 2D hydraulic modeling of river flow, hydraulic structures, and fish habitat restoration.
Schneider joins a team of more than 750 architects, engineers, scientists, and planners to provide hydrologic and hydraulic analysis and design as well as stormwater system design services.

Ryan Van Camp, PE, recently joined professional consulting services our Appleton, Wis., office as a Civil/Water Resource Engineer in the Municipal Group. He is responsible for civil/site design and land development, stormwater management, and municipal engineering services.
Van Camp has 10 years of experience in project engineering, with an emphasis on development opportunities for public clients and residential, commercial, industrial, and institutional developers. He most recently served as a Project Engineer for a highly reputable regional firm where he prepared stormwater management plans, conducted design review services, completed civil and site designs, and managed waterway and wetland permits for various clients.
Van Camp’s recent work includes riverfront projects involving brownfield redevelopment, park revitalization, and enhancements for stormwater quality. He was also the project manager for subsurface investigations related to building foundations, sewer construction, and environmental spills.
Van Camp is a licensed professional engineer in Wisconsin and holds a bachelor’s degree and a master’s degree in civil engineering, with environmental and water resource emphasis, from the University of Wisconsin-Milwaukee. Gaylen Perkuhn, PE, recently rejoined professional consulting services firm Short Elliott Hendrickson Inc. (SEH®) in its St. Paul, Minn., office as a Senior Professional Engineer in the Structural Group. He will oversee structural design projects, provide project design and construction cost estimation, coordinate client and project teams, and develop contract documents.
Perkuhn brings more than 30 years of structural engineering experience to SEH in planning, design, construction administration, and project management on projects with transportation structures, including highway, railroad, and pedestrian bridges, retaining walls, noise walls, overhead sign structures, and box culverts.
Perkuhn’s background also includes all facets of bridge design and evaluation such as segmental concrete and post-tension design, steel girder and trusses, and prestressed concrete for roadway and railroad projects. Perkuhn also has provided structural design of commercial buildings and water treatment facilities.
Some of Perkuhn’s highly visible Minnesota projects include the Plymouth Avenue Bridge over the Mississippi River, the Broadway Avenue Bridge over the Mississippi River, the Minneapolis Convention Center Phase 1 Subterranean Parking and Skyway Facilities, and numerous other bridge projects.
Perkuhn graduated from the University of North Dakota and is a licensed professional engineer in seven Midwest states. He is also a Certified Minnesota Department of Transportation Team Lead for bridge safety inspection and has had ASBI Grouting Certification Training.

Eric McClure, PE, recently joined professional consulting services firm Short Elliott Hendrickson (SEH®) Inc.’s Denver office as a Project Manager in the Aviation Group to oversee aviation design projects and staff as well as to manage client relations.
McClure is a Colorado State University graduate with 15 years of diverse civil engineering, infrastructure design, and project management experience. He specializes in land development infrastructure design and project management associated with residential, commercial, aviation, military, and institutional projects.
McClure’s resume includes several noteworthy projects such as the Fort Bliss Army Modularity Infrastructure Planning and Design project in El Paso, Texas, Denver International Airport Construction Program Management project in Denver, and the Buckley Air Force Base-New Squadron Operations Building project in Aurora, Colo.
McClure is a licensed engineer in both Colorado and Nevada. He is also an active member of the American Society of Civil Engineers.

Melanie Niday recently joined professional consulting services firm Short Elliott Hendrickson Inc. (SEH®) as a Senior Environmental Scientist, working out of the St. Cloud and St. Paul offices. She will also serve as a Client Service Manager for the Central Minnesota/Lakes Subregion.
Niday, a graduate from North Dakota State University, is a professional geologist with a diverse background spanning 20 years with a Minnesota-based consulting firm. She has specialized in providing solid waste services, including permitting, design, operations, maintenance, financial assurance, environmental assessment worksheets, and long-term monitoring. She has conducted hydrogeological evaluations for landfill sitings and expansions at more than 15 sites in five states.
Niday’s experience has allowed her to play an instrumental role on several environmental initiatives, including the Minnesota Closed Landfill Program, Minnesota’s Voluntary Investigation and Clean-up Program, federal Superfund, and preparation of numerous environmental impact statements. She has also provided services in aggregate mining and water resources.
Niday will provide environmental services for both public and private-sector clients.
“I look forward to developing long-term relationships with my clients and assisting them with their changing environmental needs,” Niday said.

Nathan Klopp, PE, has joined the Structural Group of the St. Paul, Minn., office responsible for the design and management of bridge, heavy industrial structure, and various civil structure projects.
Klopp, a North Dakota State University graduate in civil engineering, has more than eight years of structural design experience. He specializes in bridge, retaining wall, and heavy crane design. Klopp has had a design role on several noteworthy Minnesota projects, including the Stillwater Lift Bridge project, Highway 10 improvement project in Detroit Lakes, and the tunnel projects at the Minneapolis/St. Paul Airport. His design work experience also extends outside of Minnesota and includes the Ambassador Bridge project in Detroit, Mich., and offshore heavy lift cranes.
Prior to joining SEH, Klopp spent six years working for a well-known national consulting services firm as a Project Design Engineer.

Ford is a licensed professional engineer in Illinois, Indiana, Michigan, and Wisconsin, and has most recently served as the Director of Land Development for Mill Creek Development – a southwest Chicago-based residential and commercial developer. He has been instrumental on several highly visible Illinois projects, including the Fisher Farms project for Kimball Hill Homes, the Jefferson Square project for Concord Homes, and Las Fuentes for Mill Creek Development, Inc.

Johnson brings 38 years of municipal and traffic/transportation engineering experience to SEH. He specializes in transportation planning; site, utility, street, and parking lot design; the Chapter 429 improvement and assessment process; traffic studies; traffic signalization, signing, and pavement markings; and the environmental review process.
Johnson has provided project and client service management on several highly visible Minnesota projects, including the Otsego CSAH 39/CSAH 42 Reconstruction and Signalization Improvement Project; Ramsey Town Center Utility and Street Improvement Project; and the Green Isle Citywide Sanitary Sewer Collection System Project.
Johnson earned a bachelor’s degree in civil engineering from Iowa State University, and has also completed course work towards a master’s degree in transportation engineering. Nichols has more than 30 years of experience with land development and water/wastewater projects. He has served as a Project Manager, Division Manager, and Vice President on a wide range of projects, including the new technology park for the Colorado State University Research Foundation and the Hoag Hospital Expansion in Costa Mesa, Calif. In his role at SEH, he will oversee land development and planning projects.
Nichols holds a bachelors degree from the Colorado School of Mines with advanced studies in environmental engineering and business, and is a licensed professional engineer in Colorado and Nebraska. Stephan, a Marquette University graduate in civil engineering, has more than 15 years of experience in the engineering industry. He has managed projects ranging from senior housing to large industrial parks, consisting of stormwater ponds, sanitary sewers, water mains, storm sewers, roadways, grading, and surveying.
Stephan’s project management capabilities were instrumental on several key Wisconsin projects, including the Alps Subdivision Project in Slinger, Meadowlands Subdivision Project in Fond du Lac, and the CTH “OO” Reconstruction Project in the Village of North Fond du Lac.

Pamela Rice, Project Manager/Senior Natural Resource Scientist joins our Milwaukee office. She will be implementing and overseeing natural resource projects throughout the upper Midwest with an emphasis on eastern Wisconsin and northern Indiana.
Rice has 10 years experience with an extensive background in identification and delineation of wetland ecosystems throughout the Midwest; State and Federal wetland, inland lakes, streams, and floodplain permitting and compliance; and violation resolution. In addition, Rice has designed numerous successful wetland mitigation and restoration plans as well as streambank stabilization and naturalization plans.
Most recently, Rice worked as a Project Manager and Wetland Scientist for a leading Michigan consulting firm, specializing in wetlands and wetland permitting issues. She has secured more than 100 Michigan Department of Environmental Quality and U.S. Corps of Engineers permits for both small and large residential and commercial clients throughout southeast Michigan.
Rice holds a bachelor’s degree in natural resources with a minor in forestry from the University of Minnesota, and she is a certified Professional Wetland Scientist.

Kerstin Henry, PE, joined the SEH’s Municipal Group. She will work from our Lakewood, Colo., office, and provide support to Boulder, Denver, Fort Collins, and Pueblo offices.
Henry has 11 years of experience, specializing in municipal engineering, land development, and project management. In her new role, she will be responsible for water system design, sewer system design and rehabilitation, site grading, utility design, and drainage studies.
Before joining SEH, Henry most recently served as the City Engineer for the City of Ashland in northern Wisconsin. Prior to that, she was a Project Manager for a Colorado-based engineering firm. Some of Henry’s most noteworthy projects include engineering and management of the $6 million capital improvement program in Ashland, Wis., site civil design and engineering for the Water Tower Village Redevelopment Project in Arvada, Colo., and site civil engineering for the new Library and Town Square, also in Arvada, Colo.
Henry holds a bachelor’s degree in civil engineering from Michigan Technological University, and she is a licensed professional engineer in Colorado and Wisconsin.

Dennis Warner, RLS, recently joined the SEH Survey Group in the firm’s Grand Rapids, Minn., office. As a registered land surveyor with 15 years of experience, Warner has played an instrumental role on numerous projects involving several plats and several hundred residential lots. At SEH, he will be responsible for platting, boundary surveys, section subdivisions; project cost estimations; FEMA elevation certifications; ALTA surveys; and legal descriptions.
Warner holds a master’s degree from Bemidji State University, and he is an active member of the Minnesota Society of Professional Surveyors and the National Society of Professional Surveyors.

Johnson brings to SEH nearly 30 years of experience in the mining industry, specializing in industrial power systems, mining operations management, and general construction. He has extensive knowledge of the Minnesota iron ore industry. Previously, Johnson worked 25 years for an international mining company, managing projects and operations both domestic and international.
Johnson earned a bachelor’s degree in electrical engineering from Lehigh University in Bethlehem, Penn., and he is a professional engineer. He and his wife Karen will soon relocate to the Virginia, Minn., area.

Erik Tomlinson joins SEH as a Hydrogeologist in the firm’s Environmental and Water Groups. Tomlinson specializes in hydrogeologic investigation and modeling, environmental site assessments, and construction and project oversight. His nearly eight years of experience includes working as a field geologist and staff hydrogeologist in Minnesota and Florida for national environmental firms. Some of his noteworthy projects include the Kissimmee Basin Modeling and Operations Study and the Comprehensive Everglades Restoration Plan in southern Florida.
At SEH, Tomlinson will be responsible for handling hydrogeologic modeling, creating wellhead protection plans, and conducting well site studies.
Tomlinson earned a bachelor’s degree in geology with a hydrogeology and water chemistry emphasis from the University of Wisconsin-Eau Claire. He is a licensed professional geologist in the state of Florida and a Leadership in Energy and Environmental Design Accredited Professional.

Larson is a St. John’s University graduate with 20 years of experience in project financing, deal structuring, and community and economic development. He has provided his expertise on numerous Iron Range community projects, such as the Iron Range Resources Housing Program, Laurentian Energy Authority Biomass Project, and more than 20 industrial park projects.

Some of his projects include the design of Turtle Creek Casino and Hotel in Traverse City, Mich., the design of Mohican North Star Casino in Bowler, Wis., and the award-winning Ramsey Fire Station in Ramsey, Minn.
Bontrager will focus on promoting sustainable design, managing and designing architecture projects, and overseeing client relations throughout Minnesota. He previously worked at SEH from 1999 to 2005.

Doug Olson recently joined our Lake County, Ind., SEH, as the new Government Affairs Leader. Olson has more than 27 years of experience working in local government, previously serving as Mayor, County Clerk, City Clerk-Treasurer, and City Councilman.
Olson will serve as a resource to elected officials and local and regional government staff professionals in the areas of project planning, financing, and economic development implementation. His thorough understanding of the complexities of capital project management, building infrastructure, and redevelopment/economic development made him instrumental on several projects. Those projects include implementing the first phase of the Marquette Plan; securing more than $7 million for the Lakeshore Park Project; securing $2.5 million for the design and construction of the 160 acre Northside development; receiving appropriation of $1.6 million for the Ivy Tech Community College Campus; and attracting more than $400 million in new economic development investments.
Olson holds a bachelor’s degree in communications from Indiana State University, and he has also completed a professional graduate program from Worsham College of Mortuary Science. He actively served as chairman of many local, county, and regional boards and commissions, and he is a past recipient of the Sagamore of the Wabash, Porter County Tourism Bureau R.O.S.E. award and the Jaycees Outstanding Young Men of America award in 1981 and 1984.

Jackie Zamorano recently joined SEH, as the company’s new Human Resources (HR) Director. Zamorano’s extensive HR experience includes strategic planning, organizational development, compensation planning, succession planning, recruitment, professional development, and mergers/acquisitions. Zamorano has spent 14 years in the HR industry, working both for profit and non-profit organizations. Most recently, Zamorano served nine years as the Human Resources Manager and Director for Minneapolis-based Manhattan Toy, an international toy company with more than 500 designs distributed worldwide through more than 10,000 retailers.
As SEH’s new director, Zamorano will manage and direct HR policies and systems throughout 30 offices across the nation that contribute to the firm meeting corporate goals. She will also be responsible for managing a staff of HR specialists.
Zamorano earned a bachelor’s degree in Sociology from the College of St. Benedict and a master’s degree in business management from Cardinal Stritch University. She is a member of the Society of Human Resource Management and the Twin Cities Human Resource Association.
