APWA Presents Paul Pasko with 2019 Professional Manager of the Year Award

Paul Pasko, SEH senior professional engineer*, was presented with the American Public Works Association (APWA) Professional Manager of the Year Award (Engineering and Technology category).

On behalf of the Minnesota Chapter of APWA, Amy Grothaus, Braun Intertec and Chapter President of APWA-MN, nominated Paul for the award – highlighting him as an innovative leader and manager who has made many contributions to his profession.

The following provides a closer look at four traits and successes contributing to Paul’s recognition as Professional Manager of the Year Award.

Innovative solutions

Paul has advanced engineering and technology management through his knowledge and dedication to trenchless technologies and winter recreation:

  • Trenchless technologies. Paul has developed a series of best practices using non-destructive tools to assess the pipeline condition. He then uses no-dig methods to rehabilitate pipelines deemed in poor condition.
  • Winter recreation. Paul recognizes opportunities in existing urban areas that are undergoing climatological warming. Throughout these communities, he creatively adds machine-made snow infrastructure and area lighting adjacent to developed private property.

The introduction and implementation of trenchless technologies have required Paul to demonstrate his leadership and progressive management techniques in the area of engineering and technology management in the following ways:

  • Developing and maintaining strong working relationships with clients and stakeholders
  • Communicating plans to the public to address concerns and earn buy-in
  • Stakeholder and public outreach
  • Anticipating design challenges
  • Identifying ways to use trenchless technology and other innovative ideas to solve design challenges


Paul demonstrates a commitment to seek out and employ innovative ideas and technology. By sharing these advances with clients, he improves the processes and outcomes of projects, so they are less disruptive, more durable and cost-effective.
