Goals and Strategies
Edited from the St. Cloud 2003 Comprehensive Plan Update

Community Goal #2
Encourage a variety of experiences and opportunities in terms of community activities, learning, recreation and social interaction.

Strategies:

  • Continue to provide local and regional public recreation opportunities such as parks, trails, swimming pools, Clemen’s / Munsinger Gardens and others for citizens of all ages.
  • Encourage the continued development of a variety of private/commercial recreational opportunities.
  • Continue to maintain, expand and develop important public/semi-public community facilities such as the Civic Center, library, Whitney Center, Boys and Girls Clubs and other facilities to serve the community’s recreational, educational and social activities needs.
  • Support the development of community facilities within the city and region that enhance the area’s ability to access the Mississippi River and other natural features.

Community Appearance and Livability Goal #3
Maintain adequate active and passive open space to meet the needs of the community.

Strategies:

  • Require the integration of parks and green space within new development to ensure that residential neighborhoods have adequate access to park facilities.
  • Enhance the quality of life and safety of residents by establishing bikeways, walkways and other multi-use paths in developing areas.
  • Work to link area parks, neighborhoods, natural amenities, community facilities and local and regional trails.
  • Continue to support and create new forms of funding for equipment, improvements, and maintenance of new and existing neighborhood parks and recreational facilities.

Community Facilities Goal#2
Promote the expansion and development of the community’s green infrastructure which consists of parkland, environmentally sensitive areas, river and stream corridors and trail facilities throughout the city and its planned growth areas.

Strategies:

  • Explore all federal, state and other funding opportunities for local and regional park, open space and trail acquisition, development, and maintenance.
  • Continue to require the dedication, acquisition and maintenance of parkland in the planned growth areas to meet future park needs of the community.
  • Continue to implement the city’s Park Plan and the Central Minnesota Regional Parks and Trails Plan.

Environment Goal #1
Protect, conserve and enhance natural resources and environmentally sensitive areas within the city and its planned growth areas for the community’s long-term environmental and economic benefits.

Strategies:

  • Avoid wetlands, native species (endangered and threatened), sensitive areas and other significant natural resources during development.
  • Minimize the impact of urban development on rock outcroppings, wetlands, forested areas and other environmental features.
  • Continue to implement the city’s Environmentally Sensitive Areas Ordinance and Natural Areas Planning Framework and evaluate its effectiveness.
  • Create a greenway corridor and natural areas plan that links environmentally sensitive areas, stream and river corridors, trail corridors, institutions, parklands and neighborhoods.
