West Central and Poplar Street Corridor Study
Casper, Wyoming

Background
The West Central Corridor and South Poplar Street Corridor areas in Casper have been identified and substantiated by the Casper Area Metropolitan Planning Organization (MPO) as blighted and in need of redevelopment. These corridors have deteriorated over time from a variety of socio-economic circumstances, the most profound being the closure of the nearby Amoco refinery. With the environmental clean up and successful redevelopment of the refinery area underway, it’s time for the community to turn its attention to planning for future improvements to the West central and South Poplar Street corridors.

Goals
The study focuses on improving the long-declining areas by reestablishing commercial and residential viability while strengthening links to the riverfront, downtown, and the rest of the community. Balancing creative vision with market reality will be key to creating a successful plan for improving access management, land use plan and redevelopment.

The planning process aims to develop concepts to facilitate the conversion of land uses, provide access control techniques that will better integrate land use and transportation, while balancing access needs with appropriate mobility requirements. Recommendations for land use controls and design standards for each area will help to guide future development to encourage urban renewal efforts in the community’s core neighborhoods.
