Douglas County has recently begun the process of preparing a Comprehensive Plan for the County. The Comprehensive Plan will help guide important County decisions for the next 10 years and beyond. The following explains in more detail the purpose of a Comprehensive Plan.
What is a Comprehensive Plan?
A Comprehensive Plan is an official public document adopted by the County Board that serves as a formal statement of the County’s goals and policies. The Plan establishes policies and procedures to guide land use, transportation, parks and trails, and natural resource decisions in the County. The Plan’s primary focus is to be a decision making tool for the Planning Commission and County Board.
The Plan will set forth values Douglas County citizens want to realize as the County changes over time and ties these values into the physical landscape through the Land Use Plan. The Plan will also provide guidance for those making important economic decisions, including local officials, land owners, land developers, existing andprospective residents, employees, and business owners and managers.
The Comprehensive Plan looks beyond pressing current issues to gain a perspective on issues and opportunities in the future, usually 10 to 20 years.
Specific topic areas that will be included in the Comprehensive Plan include land use, transportation, parks and recreation, natural resources, intergovernmental communication and cooperation, and implementation. Other elements may be added based on public input throughout the planning process. The County will adopt official goals and policies related to these topic areas to help guide future decisions.
