Project Approach
Based upon our review of existing ordinances, specifically Chapter 9 of the Zoning Ordinance as well as the City’s past plans and policies, we have identified several issues and opportunities that have guided this process. We have highlighted some of these and have provided our basic approach to these issues.

  • Established clear objectives from staff, elected officials and stakeholders regarding issues of clarification found within Chapter 9.
  • New language was written in a fashion that is clear and graphically depicts the strict interpretation of the ordinance.
  • Our approach to public involvement focuses on educating the public and stakeholders so that they understand the strengths and weaknesses of the existing code as a basis for comparison to the proposed changes. Planning staff, applicants, commissioners, elected officials and other stakeholders had the opportunity to understand the intent of specific sections of the ordinance.
  • The participation process included opportunities to make meaningful choices that will help to shape the final product. A business round-table and open house were held to establish public comments on the existing ordinance. Comments are now being sought on the draft ordinance.
