Welcome to the project website for the City of Freeport’s 2011 Water Tower and Utility Replacement project. Here you will find useful information about project schedule, project background, and pictures from the project area. During construction, we will post updates and other information related to the project.
Updates related to the County Road 11 utility improvements will be located on this site as well. The street construction for the project will be managed by Stearns County. The City will be installing new water and sewer lines along the route.
September 7, 2011
Crews from J.R. Ferche have completed water main work on County Road 11 after all safety and quality tests passed The temporary water supply system to homes north of Main Street has been removed. In the next few weeks the County will be placing curb and gutter, sidewalk, and aggregate base. Paving will happen shortly after the concrete work is completed.
Progress as of September 7th
All pipe work associated with the project has been completed. Concrete driveways have been placed and asphalt paving has been completed. Gas line installation is also complete in the area. All services have been connected. Seeding and turf establishment for the project area has also been completed.
Work expected this fall
Clean-up work associated with the project will be completed before winter. By winter, the only remaining work on this project will be the placement of the final lift of pavement. The final lift will not take place until Spring of 2012.

The contractor has completed the foundation work associated with the water tower. 24 sheet piles have been driven to a depth of 80' and the concrete cap on top of the sheet piles has also been completed. Final concrete placement for the foundation was completed on September 6th. The steel for the tower itself will begin arriving in soon. The steel for the tower will be erected before winter, however, paining of the tower will likely not be completed until spring.
