Project Goals
The goal of the zoning ordinance project is to develop standards for housing development and preservation, growth management, environmental protection and agricultural uses. These principle goals are to focus on:
- Residential development based on regulations, building envelope standards, definitions and architectural standards.
- Agricultural practices including feedlot standards, water recourse standards, individual septic systems, floodplains, shoreland, blufflands, woodlands, residential development and associated development standards.
The new county zoning ordinance will incorporate elements drafted out of community ideas and sound planning techniques to create a document that is functional and easy to use by County staff and other stakeholders.
Work Program
Steps to develop the zoning ordinance:
- Perform an inventory and analysis of the County’s existing zoning ordinance.
- A task force will be established. Goals and objectives will be developed to guide the overall process and outcomes.
- A matrix will be utilized to effectively compare and contrast existing and proposed changes to the ordinance. In order to ensure all uses are properly regulated, a list will be developed of uses allowed within the county and identify gaps.
- A step by step programmatic review process will be developed in the areas of agricultural inspection, floodplain management, sewage treatment, surface water management, soils and a variety of other land use and zoning issues.
- Illustrations, maps and presentations will be created that will make it easy for everyone involved to understand proposed changes.
- After drafting proposed changes, which will consolidate other related ordinances, a final draft will be presented for review and, after public comment, will deliver the final document to the County for approval. This work program may be updated and refined based to best meet the needs of the County.

Winona County Zoning Ordinance
Interested citizens are cordially invited to attend a Public Hearing to discuss revisions to the Winona County Zoning Ordinance at the Winona County Government Center Thursday July 17, 2008. The Public Hearing will begin at 7:00 p.m.
