The section of roadway from the STH 54 intersection to the City of Black River Falls/Town of Brockway corporate limits consisted of a 30-year-old, 4-lane concrete pavement. The pavement had deteriorated significantly. Depot Creek culverts located within the project corridor were corroded through and the culvert mortar headwalls were deteriorated and subject to near-term failure. The intersection at the junction of USH 12/STH 27 was poorly configured, with island and corner curbs inadequate for truck turning movements. Certain areas required narrowing of the roadway due to elimination of parking width. Rather that fully reconstructing the entire project area, pavement was replaced only where needed.

With no feasible detour available for traffic, construction had to be staged in four phases to keep the project corridor open throughout construction. Extensive coordination was required with several utilities, municipal facility designs, and the WisDOT Structures Unit to create a feasible traffic control plan.

  • Extensive public involvement was required regarding improvements, sidewalk locations, and overall course of the project
  • Corrections to corner radii of highway intersections were made to alleviate truck tire encroachments behind curb and onto sidewalk aprons
  • Feasibility investigations were performed using pipe liners, culvert pipe and box culvert designs that could accommodate steep gradients (10% stream grade) for the Coffee Creek stream crossing
  • Final structure selection was a polymer reinforced superstructure design that required no steel in the bridge deck
  • Parking lots, commercial building faces, and residential yards and driveway grades were sensitive to roadway profile adjustments
