For the City of Grand Forks/East Grand Forks, SEH worked with the U.S. Army Corps of Engineers - St. Paul District to design and construct 33,100 feet of earthern levee, four road stoplog closure structures, three railroad closure structures, six pump stations (ranging in capacity from 6,000 gpm to 18,000 gpm), and storm sewer interceptors.

The project also featured recreational facilities including trails, restroom facilities and associated utilities, playground structures, parking lots, picnic shelters, and landscaping around structures and on overbuilt levee areas. In addition, SEH designed the foundation, permanent wall and columns with decorative brick facing; and coordinated the stoplog panel design.
