The City of Crookston hired SEH to provide design and engineering services for permanent, reliable, flood protection. The project was divided into six stages, based on funding availability, and SEH provided preliminary engineering for each of the six stages in order to establish a plan for City-wide flood protection.  SEH helped the City locate funding for the project, developed the final design, prepared construction documents, obtained permits, and is providing construction engineering for stages 2-6. After the project is constructed, SEH will provide the City with operations, maintenance, and flood certification services.

The project includes 20,400 feet of earthen levees, 3,500 feet of concrete floodwall, eight tractor-driven pump stations and eight electric pump stations, and 160,000 cubic yards of rockfill and riprap erosion protection. The project required the removal of the existing emergency levee system and installation of a high-flow cutoff channel. SEH is providing civil, geotechnical, hydraulic, hydrologic, environmental and structural engineering; preliminary and final design, and construction management services for the project.
