Homeland Security and Emergency Management:
Emergency Operations Planning

The events of September 11, 2001, have demonstrated the importance of emergency preparedness. The Emergency Operations Plan is the framework for a coordinated and effective response to any type of emergency or disaster. SEH provides essential services to help businesses, cities, counties and state agencies ensure their facilities, staff and systems meet today’s emergency management needs.

SEH uses a four-step approach to help clients develop a comprehensive Emergency Operation Plan and appropriate annexes.

  • Identify—SEH works with clients and appropriate stakeholders to identify existing documentation and to develop a work process that will meet requirements.
  • Evaluate—SEH will help identify and rank hazards and will recommend the appropriate inventory of equipment needed to allow clients to appropriately respond to emergencies.
  • Plan—SEH will develop an Emergency Operations Plan that complies with current standards and guidelines.
  • Implement—SEH will develop an exercise program and schedule that will evaluate a client’s capability to respond and recover from an emergency or disaster. By having a current and comprehensive

Emergency Operations Plan available that all appropriate staff are familiar with and have been trained to use, you will be prepared to deal effectively with the unexpected.
