Project Introduction
The City of South St. Paul is preparing for the reconstruction of 5th Avenue South, from Southview Boulevard to I-494. This approximately one mile stretch of roadway is in need of reconstruction to address the following issues:
Concrete roadway is 50 years old and nearing end of its useful life
Curb & gutter is in need of replacement
Water main upgrades are needed to improve system-wide pressure and service
Storm sewer upgrades are needed
Additional goals of the project include:
Improving pedestrian facilities
Adding pedestrian level lighting, if feasible
Potentially reduce pavement width to reduce stormwater costs and increase boulevards
Evaluating and increasing intersection safety and current traffic control measures
Evaluating other traffic calming measures
Meeting Municipal State Aid roadway standards
Creating a quieter street with asphalt pavement instead of concrete
Project Schedule
Project Kick Off & Data Collection – October to December 2017
Preliminary Design to 30% – January to April 2018
Public Open House 1 – January or February 2018
Preliminary Design to 60% - May to September 2018
Public Open House 2 – Summer 2018
Final Design & Permits – Fall and Winter 2018
Public Open House 3 – Winter 2018
Construction - 2019
