The City of Hammond, Indiana, and the Hammond Port Authority saw new potential in hundreds of acres of former industrial land surrounding Wolf Lake. Their vision was to create a destination that better served residents, attracted visitors, and reconnected the community with the Lake Michigan shoreline. Years of industrial use had left much of the area underutilized and disconnected, limiting public access to one of the region's greatest natural assets.
But the vision was bigger than a new park. Community leaders saw Wolf Lake as a catalyst for broader change, creating opportunities to restore natural resources, strengthen surrounding neighborhoods, support economic growth, and connect residents to an expanding regional trail network.
As investment in the lakefront gained momentum, the challenge became more complex. New recreational amenities needed to complement established neighborhoods and environmental resources while accommodating major community events. Transportation, educational institutions, and future development also had to be considered. Hammond needed a long-term strategy that could bring these priorities together and provide a practical path for continued investment and implementation.
SEH partnered with the Hammond Port Authority and the City of Hammond to develop a comprehensive framework that could guide the continued transformation of Wolf Lake over time. Instead of approaching improvements individually, the team looked at how each investment could support the larger vision. Recreation and environmental restoration were considered alongside transportation, land use, and opportunities for economic development.
The process was grounded in how people actually experienced the area. Site analysis and stakeholder interviews established a foundation for the plan, while a planning charrette and ongoing City reviews helped refine priorities. SEH staff also observed operations during major events at Wolf Lake Pavilion to better understand how increased attendance affected the park and surrounding community.
Creating More Ways to Experience Wolf Lake
Hammond envisioned Wolf Lake as a place people could enjoy every day and a destination capable of drawing visitors for recreation and major events. The plan focused on creating a more connected experience, linking Wolf and George lakes, expanding the trail network, and opening new opportunities for athletics and boating. Improved parking, pedestrian connections, and wayfinding would make the entire area easier to access and explore.
Wolf Lake Pavilion received particular attention because of its role as a major community gathering place. Recommendations included improved parking and trail access, as well as a stronger arrival experience. The plan also explored enhancements to boating facilities and the amphitheater, along with shoreline improvements and a potential pedestrian bridge over Calumet Avenue.
Major events added another consideration. Thousands of visitors could arrive at Wolf Lake at once, creating very different demands than an ordinary day at the park. By planning for event parking, circulation, and pedestrian movement, Hammond could better accommodate those crowds while protecting everyday park access and minimizing impacts on nearby neighborhoods.
Connecting Recreation and Environmental Restoration
Protecting Wolf Lake's natural resources was central to the City's vision. Rather than separating restoration from recreation, the plan looked for ways to make the landscape itself part of the visitor experience.
Natural areas around Wolf Lake offered opportunities to put that approach into practice. Proposed improvements paired habitat restoration with greater public access, using shoreline stabilization, native plantings, and reforestation to strengthen the landscape. Connected trails and interpretive features would invite people into these restored areas, creating opportunities for outdoor learning while rain gardens and other strategies helped manage stormwater and support a healthier lakefront.
Extending Investment Beyond the Park
Hammond also saw an opportunity for investment in Wolf Lake to strengthen the surrounding community. The framework explored how new development could complement the park and connect more directly with existing neighborhoods.
Near the Pavilion, the plan envisioned a walkable mixed-use neighborhood with different housing options to serve residents at multiple stages of life. Trails and neighborhood greenways would connect homes to nearby open spaces. Along Calumet Avenue, commercial opportunities could serve both residents and people visiting the area's parks and attractions.
This broader approach helped the community consider Wolf Lake not as an isolated destination, but as a catalyst for continued neighborhood investment and economic activity.
Turning the Vision into Lasting Investment
A long-term vision required a realistic path to implementation. Our SEH team helped Hammond position projects for investment and assisted the City in securing more than $31 million in Regional Development Authority funding. That support turned years of planning into tangible improvements for the community.
Today, more than 6.5 miles of multi-use trails help people move through and experience Wolf Lake Regional Park. More than 1,000 feet of boardwalk brings visitors closer to the waterfront, while a pedestrian bridge strengthens connections between key destinations. The transformation also introduced new places to gather and recreate, including an amphitheater, splash pad, playground, boat launch, fishing pier, and conservatory. Restored shoreline and naturalized open spaces further enhanced and altered the character of the former industrial landscape.
The impact extends beyond the park boundaries. As a key segment of the Marquette Greenway, Wolf Lake strengthens regional trail connections between northwest Indiana and Illinois. What was once an industrial landscape has become a centerpiece of Hammond's park system and a foundation for continued lakefront investment.
