Sopchoppy Water System Capacity and Funding Program

Challenge

The City of Sopchoppy, Florida, is a small community with an outsized responsibility. While home to only a few hundred residents, its municipal water system serves approximately 5,000 customers across the surrounding region. This imbalance created a significant financial challenge. The City needed to address growing system demands and aging infrastructure but lacked the revenue required to fund major improvements.  

At the same time, increasing regulatory requirements and anticipated residential and commercial development placed additional pressure on the system. The City needed a partner who could not only understand its infrastructure challenges but also help identify a realistic path forward. That meant evaluating system capacity, addressing compliance requirements such as lead service line identification, and securing funding to support long-term improvements. 

Solution

SEH partnered with the City of Sopchoppy through its continuing services contract to develop a long-term strategy for strengthening the community's water system. By combining infrastructure planning, regulatory compliance, and funding support, the partnership helped local leaders move beyond addressing immediate needs and establish a clear path for future investment. 

Sopchoppy gained a comprehensive understanding of its water system through a required lead service line inventory, including historical research, field verification, and regulatory documentation. This effort ensured compliance with federal reporting requirements while providing greater confidence in system conditions and reducing uncertainty surrounding potential public health risks. 

With a clearer picture of existing infrastructure, municipal staff were also able to evaluate how future residential and commercial growth would affect water supply, storage, and distribution capacity. These insights allowed decision-makers to prioritize improvements, plan for increasing demand, and position the system to support long-term development while maintaining reliable service. 

Perhaps most importantly, the community was able to turn those identified needs into funded projects. By aligning infrastructure priorities with available funding opportunities, Sopchoppy secured significant financial assistance through the State Revolving Fund program, making critical improvements financially achievable. 

Today, funding is in place for a new well, rehabilitation of existing wells, and approximately 90,000 feet of new water main to strengthen and expand the distribution system. Instead of reacting to aging infrastructure and increasing demands, Sopchoppy now has a clear infrastructure roadmap, the financial resources to implement it, and a stronger water system prepared to serve both its residents and the approximately 5,000 regional customers who rely on it every day.
