At Duluth International Airport, in Duluth, Minnesota, Taxiway A functions as the full‑length parallel taxiway to the primary runway, making it one of the most critical pieces of airfield infrastructure. Much of the pavement had been in service since the 1970s and was approaching the end of its useful life, with condition ratings ranging from fair to poor. At the same time, the airport needed to safely accommodate a diverse and demanding aircraft mix, including commercial service, general aviation, and Minnesota Air National Guard F‑16 fighter aircraft operations.
Replacing such a vital asset presented a significant challenge. Taxiway A could not simply be taken out of service without major impacts to overall airport operations, safety, and revenue, and the program required a comprehensive funding plan to finance more than $80 million in infrastructure improvements. The Duluth Airport Authority needed a long‑term solution that balanced operational continuity with strategic reinvestment, allowing construction to proceed while keeping the airport functioning safely and efficiently. The result was a carefully sequenced, multi‑phase reconstruction program rooted in the airport’s master planning efforts and shaped by close coordination with the Federal Aviation Administration (FAA) and Minnesota Department of Transportation (MnDOT) Office of Aeronautics.
Rather than treating Taxiway A as a single construction project, the team approached it as a large-scale program, breaking the 10,700‑foot corridor into manageable phases that could be delivered over time, and most importantly, funded with FAA and State support. Each phase was designed to resolve immediate pavement and safety concerns while advancing the ultimate airfield layout. This strategy allowed the airport to modernize its infrastructure incrementally, align funding opportunities with construction, and minimize disruption to daily operations.
Across all phases, the work extended beyond pavement replacement. Aging drainage systems, lighting, electrical infrastructure, and geometry that no longer met current standards were systematically addressed. FAA-identified high-risk areas, also known as safety hot spots, were eliminated; taxiway widths and shoulders were upgraded to meet modern design criteria for both large commercial and military aircraft; and sustainability measures were incorporated to reduce material waste and environmental impacts. Continuous stakeholder communication ensured that tenants, airlines, and military users remained informed and operational impacts were actively managed.
What follows is a snapshot of how each phase contributed to the larger program and delivered value to the airport and its users.
Phase 1: Establishing the Foundation
Phase 1 launched the long-term reconstruction of Taxiway A by targeting one of the airport’s most operationally sensitive areas near the terminal apron and the intersection with Runway 3/21. Much of the pavement in this section had been in service for more than 50 years, and the Duluth Airport Authority needed to replace critical infrastructure without disrupting commercial operations or the airport’s busy summer schedule.
The work required carefully sequenced staging around active aircraft movements, including adjustments to accommodate the Duluth Airshow between construction subphases. The subphases allowed all four commercial gates to remain in service throughout construction. To keep the project moving, the Airport Authority and project team utilized an on-site concrete batch plant and material staging area on airport property, reducing haul times and allowing paving operations to remain efficient despite tight construction windows. Concrete paving was ultimately completed in only eight paving days.
The phase also set an early tone for sustainability and operational discipline across the larger program. More than 5,000 cubic yards of reclaimed concrete from previous runway projects were processed and reused as FAA-compliant aggregate base material, reducing truck traffic and material hauling across the airport. At the same time, detailed coordination with airlines and airfield users helped the airport maintain operations without construction-related flight delays.
Phases 2 and 4: Expanding Operational Flexibility
Phases 2 and 4 advanced reconstruction throughout the midfield area while helping the airport improve how aircraft, maintenance operations, and support vehicles moved across the airfield. Phase 2 reconstructed approximately 1,300 feet of Taxiway A pavement near the Fixed Based Operator (FBO) and Tower aprons and realigned Taxiway A4 to remove direct apron access and improve compliance with current FAA design standards.
The reconstructed taxiway corridor was upgraded to Taxiway Design Group 5 standards with 75-foot-wide pavement and 25-foot shoulders designed to accommodate the airport’s evolving fleet mix, including Air National Guard F-16 military aircraft operations. The phase also modernized supporting infrastructure through storm sewer replacement, LED taxiway lighting upgrades, FAA cable relocations, and improvements to the Airfield Lighting Control Management System that streamlined airfield lighting control operations.
At the same time, Phase 4 focused on operational support infrastructure that would add significant ramp space and long-term flexibility across the airfield. The Duluth Airport Authority constructed a new 115,000-square-foot apron, rebuilt portions of the Midfield Ramp, added a new vehicle service road, and installed stormwater infrastructure including a bio-retention pond designed to improve runoff quality entering Miller Creek, a protected trout stream.
Completing Phase 4 earlier in the program created immediate operational advantages for future construction. The reconstructed midfield areas later served as temporary bypass routes for smaller aircraft during Taxiway A closures, helping the airport maintain access and reduce operational disruptions during later phases. The work also required extensive coordination around active FAA infrastructure, overnight construction windows, and the Duluth Airshow schedule.
Phase 3: Eliminating a Critical Safety Hot Spot
Phase 3 focused on one of the airport’s busiest and most operationally complex areas near the runway-runway intersection, tower apron, and Taxiway C, where outdated geometry and aging infrastructure had created an FAA-identified safety hot spot. The Duluth Airport Authority used this phase to improve both safety and aircraft circulation while modernizing another critical section of the airfield.
The project reconstructed approximately 750 feet of Taxiway A, rebuilt and realigned the Taxiway A and Taxiway C intersection, and reconstructed roughly 1,600 feet of Taxiway C South along with multiple connector taxiways serving Runway 3/21, the cargo ramp, and tower apron. Taxiway pavement and shoulders were upgraded to current Taxiway Design Group standards, while storm sewer infrastructure, FAA duct banks, and LED taxiway lighting systems were also replaced.
Construction took place within tightly controlled runway closure windows and required extensive overnight operations to maintain airfield functionality. During construction, previously undocumented FAA duct banks serving critical navigational infrastructure were discovered within the work area. Rather than allowing the issue to delay operations, the Airport Authority and project team quickly adjusted the design and phasing approach to keep FAA systems operational while limiting downtime to less than 24 hours.
Maintaining safe aircraft movement remained central throughout the phase. Construction haul routes crossed active taxiway connectors, requiring full-time flagging operations and continuous coordination with air traffic control as commercial aircraft and Air National Guard F-16s back-taxied on the runway during construction activities.
Phase 5: Completing a Critical Connection
Phase 5 reconstructed approximately 1,800 feet of Taxiway A north of the newly constructed ramp adjacent to the maintenance facility and Midfield Ramp areas, completing another major segment of the airport’s long-term modernization strategy. The phase focused heavily on improving operational efficiency and resolving airfield geometry that no longer aligned with current FAA safety standards.
The project reconstructed and realigned Taxiway A3 and repositioned Taxiway Connector R3 to eliminate direct access between the Midfield Ramp and Runway 9/27, resolving an FAA-identified hot spot. A new Taxiway R2 connector was also added to improve aircraft circulation and ramp access on the west side of the midfield area. The reconstructed taxiway corridor was built to Taxiway Design Group 5 standards with 75-foot-wide pavement and 25-foot shoulders capable of supporting the airport’s operational fleet mix, including Air National Guard F-16 aircraft.
Beyond pavement reconstruction, the phase modernized critical underground and electrical infrastructure through new subsurface drainage systems, storm sewer replacement, LED taxiway lighting installation, and Airfield Lighting Control Management System upgrades.
Because this section followed the airport’s ultimate future taxiway alignment, the new pavement could not immediately connect to the remaining western portion of Taxiway A. To maintain uninterrupted aircraft movement, the Duluth Airport Authority implemented a temporary bypass taxiway system complete with temporary markings and above-ground edge lighting, allowing aircraft to safely transition between old and new pavement until future phases are completed.
The phase also required extensive operational coordination, including multiple overnight work periods, detailed hour-by-hour paving schedules, and both 24-hour and 60-hour runway closures. During construction, geotechnical investigations identified unsuitable soils within future Phase 6 limits. Rather than deferring the issue, the team proactively removed and replaced more than 7,500 cubic yards of unsuitable material during Phase 5 construction, reducing future disruption and strengthening the long-term performance of the taxiway system.
Program Impact
Together, the Taxiway A Reconstruction Program represents a disciplined, forward‑looking investment in the airport’s future. Each phase delivered immediate improvements while advancing a cohesive long‑term vision for safety, reliability, and operational efficiency. By sequencing construction, coordinating closely with stakeholders, and aligning design decisions with real‑world operational needs, the program has allowed Duluth International Airport to modernize one of its most critical assets without compromising daily operations.
