Project Details

Welcome to the website for the 2024 South Forestview Area Improvements project. Short Elliott Hendrickson (SEH) is the engineering company assisting the City of Baxter with the project. The Contractor for the project is RL Larson Excavating, Inc. of St Cloud, MN.

Roadway and Utility Work is largely completed for the 2024 calendar year. The contractor will continue turf restoration and miscellaneous cleanup next spring. This will include adding topsoil along the roadway shoulders and touch up sod or seeding in Spring 2025.

Our project team will continue email updates to residents and project stakeholders to identify work areas when work resumes in Spring 2025.

Work Zones

Notice on Construction Zone Activities: Road work signs or other temporary signage will be installed throughout the project areas to protect warn motorists and protect workers during construction. Please pay careful attention to the warning signs.  Please exercise caution as you navigate the work zones.

Residents looking for input on potential sanitary sewer or water service locations should refer to a contractor on the list provided below. If a property owner is seeking to use a different contractor, contact City of Baxter Staff to discuss the process for a contractor approval and addition to this list.


Project Overview

The South Forestview Improvements Project involves the extension of municipal sanitary sewer and watermain to the South Forestview neighborhood along with road reconstruction and trail improvements. The road segments included in the project are: Forestview Drive south of River Vista Drive, Maryland Road, River Vista Drive, River Vista Court, Medford Road, Riverwood Road, and Parkview Circle. Preliminary maps of the improvements can be seen below.
