Richland County Highway O Reconstruction

Challenge

As development expanded south of Richland Center, Wisconsin, County Trunk Highway (CTH) O evolved into a critical transportation corridor for residents, businesses, and recreational users. However, the existing roadway's deteriorating pavement, substandard geometry, and limited sight distances created safety concerns and hindered its ability to support growing traffic demands and regional connectivity.

Richland County sought to modernize the corridor while preserving access to important recreational assets, including the Pine River Recreational Trail and an established county bicycle route. At the same time, the project faced complex hurdles, including limited funding availability and the need to navigate sensitive archaeological resources that required coordination with Native American Tribes and multiple regulatory agencies. Adding to the complexity, the project spanned nearly two decades from initial concept to construction, requiring continuity of vision despite changes in project staff and stakeholders.

Solution

Designing a Safer, More Connected Corridor

Working alongside county officials, SEH helped advance a 2.9-mile reconstruction project that addressed roadway safety, system connectivity, and multimodal transportation needs.  The SEH team substantially improved the roadway’s horizontal and vertical alignments to achieve a design speed of 55 mph, improve sight distances, and enhance motorist safety.

Recognizing the route's importance as both a transportation corridor and recreational connection, the project incorporated wider paved shoulders to better accommodate bicyclists traveling between local destinations and the Pine River Recreational Trail. These improvements expanded transportation options while strengthening links between the county's roadway network and recreational infrastructure.

Navigating Cultural and Environmental Considerations

The project required extensive environmental and cultural resource coordination due to the presence of two significant archaeological sites within the corridor. The SEH team worked closely with Native American Tribes, the Wisconsin Department of Transportation (WisDOT), and the Federal Highway Administration (FHWA) to develop a Memorandum of Agreement, establish a data recovery plan, and ensure regulatory requirements were met while minimizing project impacts. This collaborative approach allowed the project to move forward while honoring cultural and historical considerations.

Maintaining Momentum Through a Long-Term Project

Throughout the project’s nearly two-decade development timeline, the SEH team maintained thorough documentation of project decisions, design changes, and stakeholder coordination. This continuity preserved institutional knowledge despite staffing changes at Richland County, WisDOT, and consulting firms, allowing the project to advance efficiently when funding became available.

When funding challenges threatened to delay implementation, SEH assisted Richland County in pursuing and securing Surface Transportation Program-Rural (STP-Rural) and Congressionally Directed Spending funds. In addition to funding support, the team provided environmental documentation, roadway design, hydraulic and hydrologic analysis, plat preparation, surveying, utility coordination, permitting, and preparation of plans, specifications, and estimates (PS&E). The result is a modernized transportation corridor that improves safety, supports economic growth, enhances multimodal connectivity, and delivers long-term value for Richland County and its residents.
