2024 Prior Lake CIPP Lining
City of Prior Lake 2024 Trunk Sanitary Sewer CIPP Rehabilitation Project
The 2024 CIPP project includes sanitary sewer rehabilitation within the City of Prior Lake project area (view map) via CIPP lining.
PROJECT UPDATE - November 2024
- The City of Prior Lake awarded the CIPP project to JC Dillon in September 2024.
- A Preconstruction Meeting with contractor JC Dillon and the City of Prior Lake was held on October 28, 2024.
- A Community Open House is scheduled for November 18th at City Hall from 5:30 to 7:30 p.m., with representatives from JC Dillon, the City, and SEH present.
- JC Dillon is working on a preliminary construction schedule, which will be weather dependent over the next number of months.
- CCTV inspections begin toward the end of November, 2024.
- Three locations of the pipe will require excavations to repair defects prior to performing CIPP lining. This work is intended to be completed in 2024. (view map)
- Installation of CIPP lining will proceed as weather permits.

PROJECT UPDATE - March 6, 2024
After conducting site visits in September 2023, the City will split the proposed sanitary sewer lining project into three phases. The figure (view map) shows the project groupings.
- Group 1 (2024): Project Areas 1-7, 12, 13, 15, and 19
- Group 2 (Future): Project Areas 8, 9,16, 17, 18, and 20
- Group 3 (Future): Project Areas 10, 11
Group 1 construction is proposed to begin in November 2024; Groups 2 & 3 will be part of a future sanitary sewer lining project.
Right of Entry Documents:
Access to sanitary manholes and the sewer alignment will be required to complete the work, and because these are located between the homes and the lake in many cases, Right of Entry agreements are required between homeowners and the City. The Right of Entry documents were mailed out to residents in Project Group 1 on February 27, 2024.
Please read, sign, and return to the City of Prior Lake using the provided return envelope no later than March 22, 2024.

Project Benefits
- The timing of this project is critical for preserving the integrity of the sanitary infrastructure and reducing inflow and infiltration (I/I).
- Rehabilitating the sanitary sewers is critical for maintaining sewer capacity and flows, while protecting the lakes due to their proximity to the sanitary sewer.
- Additionally, these areas are difficult for maintenance crews to access, so improving the condition of the sanitary sewer will aid in alleviating maintenance concerns.
What is CIPP?
Cured-in-Place-Pipe lining is a trenchless technology that will be ideal for rehabilitating these sanitary sewers because of its small equipment footprint and minimal land disturbance.
Project Schedule and upcoming activities (Updated November 2024)
- Project Field Surveys – completed Fall 2023.
- Neighborhood Meeting – held September 20, 2023. View Presentation
- Final Design and preparation of plans for bidding – April 2024.
- Bidding services for purposes of hiring a contractor to do the work – May 2024 to August 2024.
- Construction contract awarded to JC Dillon.
- Construction period is scheduled for November 2024-December 2025.
- Community Meeting - November 18, 2024 to discuss construction details, final schedule and answer any questions. We will have the contractor at this meeting for additional information.
