2026 Clearwater Road, North Lynndale & Brentwood Circle Street & Utility Project

Project Introduction

Welcome to the project website for the 2026 Street and Utility Improvements on Clearwater Road, the North Lynndale Area, and Brentwood Circle. The City of Baxter is partnering with Short Elliott Hendrickson Inc. (SEH) to lead project communications and coordination with residents and the Contractor.


Notice: Clearwater Road to close between Welton Road and Memorywood Drive

Construction activities will continue along Clearwater Road in the City of Baxter. Clearwater Road will be closed and barricaded off near the intersections with Memorywood Drive and at Welton Road, beginning Tuesday, July 28th. A detour route will be signed along Memorywood Drive, Cedar Scenic Road and Oakwood Drive. See the map below for an illustration of the detour route.

Project Overview

This project involves the full reconstruction of streets and the installation of municipal sanitary sewer and water utilities along Clearwater Road, within the North Lynndale Area, and on Brentwood Circle. These improvements will provide installation of municipal sewer and water mains and services, grading for roadway ditches, and constructing new roadway surfaces. The information provided below is a summary of the proposed improvements, along with the project area maps.


Project Area Improvements

Clearwater Road

Project Limits: Whipple Beach to Memorywood Drive, including a short segment of Welton Road near Clearwater Road

Proposed Improvements:

  • Street Reconstruction: Reconstruct the roadway as a 26-foot rural street with improved pavement and ditches.
  • Trail Upgrades: Remove the existing trail for utility installation, and construct a new 10-foot-wide trail.
  • Sanitary Sewer: Install new 8-inch gravity sewer along the corridor, including 4-inch service lines to all properties. The project includes construction of a new sanitary sewer lift station near the intersection of Welton Road and Clearwater Road.
  • Watermain: Install a 12-inch watermain with new hydrants and service lines for each home.
  • Stormwater Enhancements: Construct ditches along the roadway, and construct storm sewer and a storm treatment unit near the intersection of Memorywood Drive and Clearwater Road.


North Lynndale Area Improvements

Project Areas: Lynndale Drive, Lynndale Lane, Lynndale Court

Proposed Improvements:

  • Street Reconstruction: Reconstruct the roadway as a 24-foot rural street with improved pavement and ditches.
  • Sanitary Sewer: Install 8-inch gravity sewer mains throughout the neighborhood with a new service line to each lot.
  • Watermain: Construct new 8-inch water mains with new hydrants and service lines for each home.


Brentwood Circle Improvements

Project Area: Brentwood Circle

Proposed Improvements:

  • Street Reconstruction: Reconstruct the roadway as a 24-foot rural street with improved pavement and ditches.
  • Sanitary Sewer: Install an 8-inch gravity sewer main and provide a new service line to each lot.
  • Watermain Adjustments: Replace existing service lines between the main and the curb stop (valve near property line) for each home.
